50 MW Wind Power Facility in Mannar

The Cabinet has granted approval to award Hayleys Fentons Limited the contract for developing a 50 MW Wind Power Facility in Mannar. This decision is after a thorough and transparent appeal process overseen by the Procurement Appeal Board (PAB).

Initially, the Hayleys Fentons bid was not considered by the project committee due to additional content mentioned in the bid security. However, on 6th August 2024, upon consideration of our appeal, the PAB recommended to the Cabinet that our bid be considered and evaluated since the additional content further assures the bid security.

The contract has been awarded to Hayleys Fentons at the lowest tendered bid of 4.65 USD cents per unit of electricity (kWh). This competitive rate results in a significant saving of over LKR 3 billion for the nation compared to the previously considered bid of 4.88 USD cents per unit of electricity (kWh).
